Regular sitting of the Council for Cooperation of Local Self-Government Bodies took place


       On 21 November 2008 a sitting of the Council for Cooperation of Local Self-Government Bodies at the Council of the Republic of the National Assembly of the Republic of Belarus was held in Bobruisk and Osipovichy regions of Mogilev Province. The issue concerned was interaction between the Councils of Deputies of the named regions and executive and regulatory bodies within the framework of implementation of the State Complex Program of Development of Regions, Small- and Middle-sized Settlements in the Republic of Belarus for 2007 — 2010.
       Mr Boris Batura, Chairman of the Council for Cooperation of Local Self-Government Bodies, noted in the opening speech that the purpose of the sitting was working out the ways for basic and primary level Councils of Deputies to interact with executive and regulatory bodies. He proposed to analyze the process of creating settlements with safe habitat by considering the development of social and industrial facilities in Bobruisk and Osipovichy regions as an example.
       Mr M.Shalkovsky, Chairman of Bobruisk Region Executive Committee, informed the participants of the sitting about the social and economic development of the region. Ms M.Sushchenko, Chairperson of Glusha Village Council of Deputies, presented a report on the work of the Council on stimulating the development of production and other activities directly connected with processing of local resources.
       The participants of the sitting visited Glusha experimental production forestry “Bobruisk Forestry Enterprise” where they got acquainted with the organization of activities on implementing the State Complex Program of Development of Regions, Small- and Middle-sized Settlements in the Republic of Belarus for 2007 — 2010. They also had a look at the samples of end products of Private Unitary Enterprises “Slavianka-Glusha” and “Initsiativa-Plus”.
       In the afternoon the sitting of the Council for Cooperation of Local Self-Government Bodies went on. Mr L.Borkovsky and Mr A.Puzik, Chairmen of Bobruisk and Osipovichy Region Councils of Deputies, presented reports on the interaction of these Councils of Deputies with executive and regulatory bodies. Mr V.Selitsky, Chairman of Gomel Province Council of Deputies, noted that the service sector of the abovementioned regions was being modernized with active participation of state organizations and entrepreneurs, infrastructure development had significantly improved. Local government and self-government bodies had worked out constructive interrelations in solving the problems of the regions.
       Mr Batura, Chairman of the Council for Cooperation of Local Self-Government Bodies, gave a positive characteristic to the work of Bobruisk and Osipovichy Region Councils of Deputies and their Presidiums on improving the forms and schemes of interaction with the corresponding Executive Committees as well as on fulfillment of state minimum social standards. He prompted the province and basic territorial level Councils of Deputies to enhance control over the implementation of regional small- and middle-size settlement development programs. Other recommendations were: to intensify the activity of the deputies of local Councils of Deputies and territorial public self-government bodies in the sphere of balanced territory development and formation of safe residence environment; to stimulate the creation of new enterprises and branches and departments of existing ones with due consideration of age and experience composition of the local population. A decision was made to create a working group for studying the experience of local Councils of Deputies in implementation of the abovementioned program.
