Mr Leonid Krupets took part in the 19th Session of the Congress of Local and Regional Authorities of the Council of Europe

      On 26 – 28 October 2010 Mr Leonid Krupets, Deputy Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus, Deputy Chairman of the Council for Cooperation of Local Self-Government Bodies at the Council of the Republic of the National Assembly of the Republic of Belarus, took part in the work of the 19th Session of the Congress of Local and Regional Authorities of the Council of Europe (CLRACE) in Strasbourg.
      The plenary sitting of the Session was devoted to such issues as political priorities of the Congress for 2011 – 2012 and changes to its structures and working methods, local and regional democracy in Russian Federation, rights and responsibilities of territorial authorities and corruption risks, etc. During the Session the President of the Congress, its Bureau and Presidents of its Chamber of Local Authorities and Chamber of Regions were elected. The participants of the sittings of the CLRACE Chambers considered issues of local democracy in Estonia and Montenegro, cooperation between CLRACE and regional associations of Europe, etc.
      Within the framework of the visit to Strasbourg Mr Leonid Krupets had meetings with Mr Keith Whitmore, President of the CLRACE, Mr Jean-Claude Frécon, President of the Chamber of Local Authorities, Mr Herwig Van Staa, President of the Chamber of Regions, and Mr Andreas Kiefer, Secretary General of the CLRACE. The sides discussed a wide range of issues related to the interaction of the Congress and its Chambers with the Council for Cooperation of Local Self-Government Bodies.
      The prospects of interaction with the Council of Europe’s Directorate of Democratic Institutions were discussed during the meeting with Mr Childeric Schaapveld, Head of the Directorate. Meetings with the headship of national delegations of Lithuania and Ukraine allowed the sides to consider the ways of fostering bilateral cooperation.
