Mr Boris Batura took part in the activities of the Congress of Local and Regional Authorities of the Council of Europe

       On 3 — 5 March 2009 Mr Boris Batura, Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus, Chairman of the Council for Cooperation of Local Self-Government Bodies at the Council of the Republic of the National Assembly of the Republic of Belarus, took part in the Plenary Sitting of the Congress of Local and Regional Authorities of the Council of Europe (CLRACE) in Strasbourg. The main questions discussed at the sitting were: “Euro-Mediterranean co-operation: the role of Local and Regional Authorities”, “Transfrontier Cooperation”, “International financial crisis: consequences for European territorial authorities”, and others. In his speech made during the discussion of transfrontier cooperation issues Mr Boris Batura underlined the interest of the Belarusian side in establishing mutually rewarding bilateral cooperation with the CLRACE and noted the necessity of constant experience and knowledge exchange on key transfrontier cooperation issues
       During the visit to Strasbourg Mr Boris Batura had meetings with Mr Ian Micallef and Ms Ludmila Sfirloaga, Presidents of the Chamber of Local Authorities and the Chamber of Regions of the CLRACE, Mr Emin Yeritsyan, Vice-President of the Congress, Head of the Delegation of the Republic of Armenia, Mr Ulrich Bohner, Secretary General of the Congress, Ms Svetlana Orlova, Deputy Chairperson of the Council of Federation of the Federal Assembly of the Russian Federation, Head of the delegation of the Russian Federation to the CLRACE, and the headship of the Association of the Local Democracy Agencies (ALDA). The sides discussed a wide range of issues related to the interaction of the Chambers of the Congress with the Council for Cooperation of Local Self-Government Bodies. In particular, Mr Boris Batura put forward an initiative to hold in Minsk a “round table” sitting with the participation of the Congress representatives for the purpose of getting acquainted with the local self-government system of our country. The heads of the CLRACE Chambers expressed their readiness to intensify the cooperation with the Council.
       The prospects of developing cooperation between the Council for Cooperation of Local Self-Government Bodies and the Association of the Local Democracy Agencies were discussed during the meeting with the Association headship. Mr Boris Batura noted that the positive experience of the European colleagues in improving the work of local representative bodies was very important for the Belarusian side.
