Local Councils of Deputies Share Experience

       On 17 June 2008 a “round table” meeting of the Council for Cooperation of Local Self-Government Bodies at the Council of the Republic of the National Assembly of the Republic of Belarus took place. The participants of the meeting were: Mr A. Atiasov and Ms S. Gerasimovich, members of the Council, Mr A. Stepanenko, Administrative Secretary of the Council, and the chairmen of town and regional Councils of Deputies, that raise the level of their skills in the Institute for Top Management Personnel of the Academy of Public Administration under the Aegis of the President of the Republic of Belarus. The participants shared their experience in the field of making the work of primary and basic level Councils of Deputies more effective.
       Mr A. Atiasov and Ms S. Gerasimovich informed the participants about the steps taken by Province Councils of Deputies towards improving the coordination of activities of the primary and basic level Councils of Deputies and about the organizational and methodical help rendered to them. Mr A. Atiasov shared the experience of Vitebsk Province Council of Deputies in forming the budgets of primary territorial level Councils of Deputies. Another point was the question of raising the status of local self-government bodies and their influence in the questions of securing the sustenance for the population.
       Mr A. Stepanenko, Administrative Secretary of the Council for Cooperation of Local Self-Government Bodies, dwelt upon the following issues: intensification of the deputy corps activities, searching for and introducing new forms and methods of work with the population, raising the deputies’ responsibility for the deliberateness, quality and the results of the decisions taken, strengthening of control over the implementation legal acts of the Republic of Belarus as well as the decisions made during the sittings of local Councils of Deputies.
       Mr S. Koshkin and Mr Ye. Ignatovich, chairmen of Orsha and Vileyka Region Councils of Deputies also shared their experience.
       All questions that emerged during the “round table” sitting received answers in a comprehensive manner. Mr A. Stepenenko summed up the results of the meeting in the closing speech.
