Mr Gennady Novitsky had a Meeting with the Chairmen of Region Councils of Deputies

       On 16 May 2008 Mr G. Novitsky, Chairman of the Council of the Republic, Chairman of the Council for Cooperation of Local Self-Government Bodies, had a meeting with Chairmen of Region Councils of Deputies. Other participants of the meeting were: Mr A. Malofeev, Chairman of the Standing Committee of the Council of the Republic for Regional Policy and Local Self-Government, Mr S. Pisarevich, Chairman of the Standing Committee of the Council of the Republic for Economy, Budget and Finances, Mr A. Stepanenko, Administrative Secretary of the Council for Cooperation of Local Self-Government Bodies, Mr M. Yermolovich, Head of the Main Department of Budget Policy Management of the Ministry of Finance of the Republic of Belarus, Mr V. Klochkov, Director of the Institute for Top Management Personnel of the Academy of Public Administration under the Aegis of the President of the Republic of Belarus, and others.
       Mr Novitsky addressed the meeting with the opening remarks. He proposed to discuss the progress of raising the role of basic and primary level local self-government bodies in solving the issues of life sustenance of the population and to outline main directions of future cooperation.
       The participants of the meeting determined the list of the most urgent issues. In particular it was considered reasonable to examine different variants of extending the possibilities of forming the primary territorial level budgets, with special attention paid to dealing with this issue in the areas affected by the Chernobyl disaster. A decision was made to create a working group to study this problem and — if necessary — to submit it at the consideration of one of the next sittings of the Council for Cooperation of Local Self-Government Bodies.
       The participants of the meeting discussed the process of reorganization of villages in order to reduce the number of empty households in the countryside and regulate household registers, which was initiated by the President of the Republic of Belarus. They also considered the question of amalgamation of village Councils of Deputies representing under-populated communities (less than 2.000 people). The common opinion was that this process required very cautious and deliberate approach, because many villages might happen to be far from the Councils, causing problems for the people to get help in a timely manner.
       Another issue discussed was the lack of qualified staff in the basic level Councils of Deputies, which is very typical for the territorial units merged with the towns of province subordination. Other issues also got the attention of the members of the sitting.
