Mr Stepan Pisarevich: “Life Quality of the Population is the Most Important”

       On 14 March 2008 a “round table” meeting with the participation of chairmen of village Councils of Deputies and Mr S. Pisarevich, member of the Council for Cooperation of Local Self-Government Bodies, Chairman of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus for Economy, Budget and Finances, took place at the Institute for Top Management Personnel of the Academy of Public Administration under the Aegis of the President of the Republic of Belarus, as part of the activity of the Council for Cooperation of Local Self-Government Bodies at the Council of the Republic of the National Assembly of the Republic of Belarus. Other participants were: Mr A. Stepanenko, Administrative Secretary of the Council for Cooperation of Local Self-Government Bodies, and Ms Z. Kruglikova, Head of the Regional Budgets Section of the Main Department of Budget Policy Management of the Ministry of Finance of the Republic of Belarus.
       Mr Pisarevich informed the participants about the social and economic development of the Republic of Belarus and about the need to stimulate the production and to develop business activity in small- and middle-sized towns, as well as in the villages. He noted that the primary aim at present was drastic improvement in the life quality of the population. In order to reach this aim, all activities should have higher level of organization. Mr Pisarevich made a special note of the necessity to search for new local sources of income (e.g. developing craft and business activities in villages, stimulating production, privatization of unprofitable enterprises by legal persons etc.). The legal base developed for these purposes gives local Councils of Deputies and Executive Committees a possibility to take certain steps in this direction.
       The participants of the meeting shared their opinions in a very constructive manner, and discussed a lot of important questions related to the activity of primary level Councils — improving the living environment in the villages (removing the trees in critical condition, demolition of abandoned and dilapidated buildings), grave sites upkeep, forming the budgets of primary territorial level Councils of Deputies, transferring village roads to the balance of special organizations, exterior lighting system maintenance etc.
